Chief Financial Officer (CFO)

Position Summary

Reporting to the CEO, the CFO is responsible for direct oversight and financial reporting at Rapport Credit Union.

The CFO will ensure the Credit Union meets the requirements and is in compliance with the Credit Union Act and regulations, Financial Services Regulatory Authority of Ontario (FSRA) by-laws and guidelines, Credit Union by-laws, policies and procedures and applicable regulatory bodies.

Key Responsibility Areas:

  • Manage and direct the overall corporate financial planning and performance activities of the credit union by designing and developing short and long term strategies in collaboration with the leadership team; presents proposals to CEO and implements following approval; evaluates effectiveness of strategies in the achievement of credit union goals and objectives; prepares reports documenting variances to overall financial plan.

  • Manage and oversee the Risk Department (Manager, Risk and AML) as it relates to the scope of risks that the organization faces.

  • Responsible for the research, preparation and delivery of strategies in collaboration with the leadership team to the CEO in relation to policy positioning, interest rates and risk management which includes liquidity, operational, market, capital, structural and anti-money laundering. Actively participate in meetings, planning and training initiatives, sharing information and ideas that contribute to the organizations goals.

  • Active participant in the leadership team, senior management level and Board of Director meetings (Audit, Rate and Governance) focusing on the development and implementation of long term strategic plans by providing technical advice and consultative support in areas relating to financial performance management

  • Responsible for reporting (monthly, quarterly and annually) financial measurements to FSRA, internal and external auditors and Board of Director’s and their Committees.

  • Responsible for the oversight and direct involvement of the design and implementation of the Risk Management framework

  • Provide support to Rapport’s risk management philosophy and vision, ensure compliance with its risk appetite and oversee management of risks in a manner consistent with their respective risk tolerances

  • Responsible for the approval of investment proposals in accordance with approved financial limits; reviews the viability of the investment portfolio in conjunction with technical experts and makes revisions to improve financial efficiency and returns; recommend overall investment policy in collaboration with the leadership team to the CEO.

  • Oversee the monitoring of all credit union expenditures and ensures effective cost control measures are in place and maintained; approves capital expenditures within approved budget parameters.

  • Recommend changes to Rapport policy and procedures that support the achievement of operational and strategic objectives.

Organizational Contribution

  • Work collaboratively with the leadership team and Executive Management level in the strategic planning process for Rapport; identify short and long term goals and objectives, contribute to the design and development of policies and programs to meet those goals; ensure the even flow of communication concerning overall plans and programs to all staff.

  • Demonstrate commitment to Rapport’s vision and mission statements.

  • Participate in management, branch staff meetings; preparing and facilitating presentations or training as required.

  • Lead strategic initiative teams as required; providing expertise and experience.

  • Maintain open communication and cooperation with other staff to ensure a friendly and efficient work environment.

  • Represent Rapport within the community through professional and personal involvement in various community groups and activities.

Education and Experience

  • CPA or CA designation, with 3+ years’ experience in a key leadership capacity

  • Proven track record of creating financial reporting processes, procedures & metrics for financial organization

  • In depth knowledge of corporate financial law and risk management practices

  • Excellent knowledge of data analysis and forecasting methods

Required Knowledge, Skills and Abilities

  • Budgeting and forecasting and ability to decipher financial and cash flow models

  • Ability to interpret, prepare and communicate key messages in a clear, concise and compelling manner

  • Exceptional communication skills: written, verbal, presentation delivery.

  • Strategic and Critical thinker; strong problem solver.

  • Adept in identifying, evaluating and determining the probability of risk occurrences within the organization

Location (current Hybrid)

  • Rapport Credit Union head office at 18 Grenville Street, Toronto with offices across Ontario in Hamilton, Midland, Oshawa, Peterborough, Kingston, North Bay, and Thunder Bay. Some travel involved from time to time.
